Turbo 400 question

I have a t400 if i try to accelerate smoothly it bangs 3rd then drops back to 2nd then bangs 3rd again it does it 3or 4 times befor it stays in 3rd .I checked the govener its ok I think its the modulator but knowbody has it. Is there a different one I can use.

did you check for a vac leak between the intake and modulator,some of those modulators are adjustable too,there should be a small screw inside where the vac line hooks up

i saw the part in the trans it was a tube that the metal strip from the mod slips into will that whole thing pull out ? i tried to pull the tube out but it only came out so far didn'twant to screw anthing up any pictures would help or where i can get a break down thanks
