That is a resistor wire, and you should not be running the HEI from it. HEI wants a full 12V, but the resistor wire will drop the voltage.

No, it means the circuit is being disconnected - no power. If the current stops flowing when it cuts out, you need to look for an open connection - perhaps at a common point that feeds the system...
