The only thing I can think of with your description is a servo valve.
A varying port opening based on applied voltage.
Whats your questions?

I am an electronics engineer... I don't know much about solenoid but a quick google search reveals what you are refering to as a "progressive" solenoid is more a method of controlling a component which is smooth (eg analog) as opposed to in discreet steps... Outside of automotive circles this is often refered to as "propotional control"... Generallly a solenoid which can be controlled in steps could also be controlled proportioanlly... Its just a matter of what type of control circuitry you are using to contol it..
What was your question? I will try to answer it if I can...

Let us know what you want to do with it. A stepper might work, Really need to know what you want to accomplish.

Let me explain.
I got a new diesel power mag and they had a test of a kit by these guys
http://www.performancedieselinc.com/
injecting CNG into the intake of a diesel truck. Their tests showed 650+ hp and 950+ torque on a completely stock diesel ram. It also averaged 30+ mpg.
i want to do the same thing but using hydrogen. I am dong it more or less as a fun project for my oldest boy and think it is very feasable.
You can see the setup a little at the end of this video.

I have toyed with an entire electric swap, diesel swaps, all kinds of b.s. but this looks liike fun first.
Don't know what kind of results will come from it but it will be a fun project with the kids.
