That's because it's not on the right spot in the assembly process. They reserved the duct tape for the electrical.

Is this assembly line conform to the ISO 9001 quality standard ?

BTW according to wikipedia, in 1986 a great state-of-the-art robotics-based assembly facility was opened by AMC as Bramalea assembly in Brampton Canada, less than one year before the sell of AMC to Chrysler...
The factory was ranked tops in Chrysler's 1988 quality audit of the cars produced in each of automaker's plants

I do have to say that by what I expect the UAW standards to be today that 3 working to each supervisor is probably a lot.
