That is a vent. Follow the hose attached to it, to find where it goes. Its for letting air in and out of whatever is on the other end of it.

Bolt it up any where they usually go on the inside left fenderwell.

The stock location was the left side top radiator mounting bolt, tube should go to the front axle.

Front axle vent, bolt to the upper drivers side of the radiator mount.
mdill beat me to it.

No. it should be on the side bolts that hold the radiator to the core support.
At least that is where mine is at.

Correct. That's inside the engine compartment. If it's routed to the area between the grille and radiator, it shouldn't be.
