Will a late '80s Waggy...

Will a late '80s Waggy tilt collum with a 727 trans work in a Jtruck with a TH400 without to much hassle? Anyone... Bueller?

Define "without to much hassle"
The linkage, ign switch, key tumbler, column lock, NSS are all different. I've never had to do that swap but if it were me I'd look for something more easily compatable. I'm lazy though.

We just put a 360/TH400/Quadratrac into an 88 Wag frame and body. It was easier than expected.

No fabrication needed other than drilling and tapping the 88 Wag frame for the bracket. But it sounds like you are just moving the column, so it should be even easier.

That was just the shifter mechanism. We didn't need the electrical bits.

What Joe said...you should be able to find an older steering column that'd be a lot less trouble...
