Does this trans need rebuilding?

A friend of mine bought a '90 Wagon. The transmission skips right past 2nd gear into 3rd. I adjusted the kickdown rod which made no difference. Then I learned about the front band adjustment. I backed off the lock nut and was able to run the set screw all the way in by hand. It never had any resistance on the set screw to even reach the 72 in/lbs required. Does that mean something in the band assembly has gone wrong? Will the transmission need to be rebuilt?

you'll need to drop the pan and valve body and see if the band broke or possibly the metal piece fell from adjustment screw.

That's what I was afraid of. Digging into an automatic transmission is above my pay grade. Thanks.
