Fog Lights - 12v at plug with switch off

I decided to work on my fog lights on my '89 GW today since they were rusted out. I bought a set of amber LED lights with two wires (red & black) same as the originals. When I plugged them in they came on... headlight switch and fog light switch are both off. I checked the plugs and I've got 12 volts at each plug.

Anything I need to look at other than putting in a relay? I don't know why I've got power at the plugs with the switch off.

I don't know if it matters but I upgraded my headlight harness to the Serehill harness, the two relay version not the three relay version with the fog light option.

I looked at the wiring diagram and see this is already set up with a relay for the fog lights, maybe the relay is just stuck closed.

He brought a Chinese knock off before and it is acting up after about 5 months.

They don't come with a wiring harness, just two lights. I ended up cutting off the wires off the old rusty lights and spliced them into these lights.

These were my second choice, but I decided I didn't need the wiring harness.
