Just lined my gas tank...Quick Question???

My gas tank in my J10 was super rusty and clogged everything related to fuel up real bad and I was getting backfiring like crazy. I'm currently cleaning and replacing everything fuel related. The tank was first on the list as its the source of the rust clogging everything. I lined it with some of that liner you pour in and swish around. I wasn't able to get all the excess out because like every hole is somehow recessed so the excess pooled on the bottom, its been 3 days and its still kind of like a semi solid mass, I'm wondering if it will ever dry completely. I had the tank on its side today when I hung it up to paint the outside and the excess goop stuff ran down the inside of the tank but its still not "wet" just weird that it still flows. If I poke it isn't even wet underneath, I just want this stuff to harden so I know it won't be a problem.
