16197427 PCM swap

Hoping you fine folks might have some insight on this topic.

Have a 97 4.0 TJ. Want to put on a banks Sidewinder turbo, say's it only works with 1999 TJ's due to the PCM.
Is it just as simple as pulling out the PCM from a 99 and throwing it in my 97 and flashing it ?
