I am thinking about the emissions legal Howell TBI. Has anyone tried this out / how's the installation?

what are the emissions laws like in Jersey? Perhaps you could go with the DIY install. I am sure the Kit that you are looking to use would be somewhat easier than a DIY install. Although I have never used a kit but many of the members here who have used them say that it isnt that difficult.88 Grand wagoneer AMC 360 all stock

Sounds like you have not done any research. There's a ton of info on this site, even by doing the minumum of typing in 'TBI' in the search feature.
I just installed one in mine, started with a 401 T/B on my 360 and it ran rich. After installing a junkyard one from a 350cu in engine, smaller injectors, correct computer, works great. Still sorting out a problem I had yesterday. Engine quit going from 4300 feet up to 9200 feet. This was after 200 miles of running across the NM desert at 75 degrees outside. Felt like a vapor lock problem. After towing GW up rest of mountain, it drove great. So, things like this can happen.Unicef Foster Child sponsored by a Canadian Family

Howell TBI
I've been reading the TBI postings on here for a while including all of the excellent ones on DIY that have great info on making this work and dialing it in afterwards.
When I started dreaming about this upgrade, nobody had a CARB legal kit and this is something relatively new from Howell. I have lived in states that have pretty strict emissions (NC, CA, and now NJ)
Based on Howell's documentation on this, the programing for this TBI kit cannot be altered if you want to stay emissions legal. What I can't tell from their info is whether this is a one size fits all application or of they have dialed it in for each engine size this will potentially go on. I wondered if anyone had any actual experience specifically with their carb legal kit on a 360?

I don't know why Howell lists it for 72 - 93. That makes no sense. There were no more amc360s past 91. The PDF link is for the 6 cylinder and it says only through 81. I'd hate to buy it and be told that it's not valid for your year.Ethan Brady

This may help by activating the DFCO (Deceleration Fuel Cut Off) which leans the mixture when slowing down with your foot off the throttle. The ECM needs to know the speed you are going in order to activate this feature.

CA Air Resources Exemption Only for '72-'81
Ethan's right.
If you read the CA Air Resources Board Exemption, it specifically says it applies only to '72-'81 AMC's.
So Howell might be able to say that it works with later engines, but not in any way legal or truly applicable.'89 Grand Wagoneer
