I don't remember if we need one or not, that is I don't remember seeing the sign, but I got a group permit just in case with some folks names on it that I knew were going ahead of time. The only part of the trip we might need it on is the loop on Saturday, all other places are BLM or Nat'l Forest. It is good for 20 people, not including those who already have permits. I talked to State Trust folks and they hinted that if we needed to add a couple more names on the spot it no one would bother us about it.
