the fill lines/ filler higher than the tank? there should be a vent on top of the tank that should go the charcoal canister. remove the cap and run a vent line out then try filling again

in addition to the fuel line out and return line back? there should be a vent line with roll over check valve somewhere. Are your fuel fill hoses and vent hose kinked?
