I fixed a similar situation with some JB Weld...not fancy, probably not too effective, but it worked...Should the hose coming from the carb go to the charcoal can?

If it works, but is blowing fuses, check for grounds or a bad switch. Those will each cause the blown fuses. Similar thing happens with the headlights.

Its all doable. I'm not sure about the '91, but the older FSJs use vacuum motors for the heater controls. Those could be moved. The whole radio could be moved, but I don't where else you'd want it....
