The end clearance on gears if out of spec will lower pressure some.
Simply installing a mid plate will not change end clearance and probably do nothing for PSI.

I'd just run it and keep an eye on it.

yes 80+ is driver drop.

keep in mind later axles are SUA and stock steering is not directly connected to knuckle like chevy.

many many times it is simply the safety switch not closed/completing the circuit.
if that doesn't work you'll need to pull carpet & access panel...

My 90 has what I believe to be an rv cam installed.
It isn't a stocker but no idea what is installed.
It has never idled with higher than ~17" of vacuum.
A stock cam would do higher vacuum, 17 sounds...
