I'd probably opt for a frame swap from a rust-free Wag as some of you have suggested. Much more economical.

I am quite sure that the truck was rear-ended as there is a lot of bondo around the bottom of the tailgate and the rear crossmember worked itself loose and fell off, taking the bumper and rear body...

Normal wear and tear. The diaphragm wears out. Be sure to change your oil soon. If the pump is leaking outside, it's likely leaking inside the crankcase too. You don't want to roast your bearings.
