doing so would make it much harder to test.

test it on the bench so to speak.
all you need is a 12v supply and some wire and a few resistors

It is much easier and you'll be able to test everything easier if you assemble the gauges on the circuit board.

Then easy peasy, power it up and can test CVR and each gauge individually.
