Be sure to make sure no wires shorted to ground.
Common cause is harness falling onto exhaust manifold on the passenger side.

Carbs bring $50-$75 on eBay @ least all ones I've sold.

The two small little tangs get staked to caliper while holding the large curved metal back of pad where it fits to caliper.
Most people do not...it greatly reduces squeal...

Many different ways to do that.

Check 2 distributor pickup wires via ohm measurement should be ~600-900ohms.

Since you say it's "new", probably got bit by cheap offshore...
