no bearing on shaft but there is one inside the spindle.

you can buy kits with just seals or seals + spindle...

The end clearance on gears if out of spec will lower pressure some.
Simply installing a mid plate will not change end clearance and probably do nothing for PSI.

I'd just run it and keep an eye on it.

If they are following EPA regs engine has to be 1988 or newer and whatever emissions replacement came with would need to match.

That is what changed.
Having to go through the steps of setting the choke is completely foreign to them.
