pumps don't create pressure...the regulator does.
pressure shouldn't be any higher off pump in a standard return style system.
if you block return then yeah pressure will max out or if the regulator...

Pumps create fuel flow NOT pressure. PWM drops voltage to reduce the load and HEAT on a fuel pump. It should NOT drastically alter pressure.

The regulator sets the pressure...

If it is dropping either the pump or regulator isn't working properly.

The popping through throttle body is likely because it is running very lean.

All that metal winds up sitting in the bottom of pan.
If any sludgy stuff down in pan it never goes away.

@ a minimum with timing cover off...

Common issue for some after swapping to HEI distributor.
If misaligned due to cheapnese distributor housing or hardness mismatch it doesn't take long.
Just say no to cheapnese...

I do not have a canister on my 88, never noticed any fume stink.
I do have one on my 90. It is tee'd into PCV for purge and carb port is capped.

If ya fix/replace it you can keep it to vent tank fumes.
