Suspected some kind of vacuum loss to explain my 5.9's sluggisheness, and I think I confirmed it.
My trusy Haynes tells me I should be pulling a healthy 17-22hg's and I'm pulling a steady 13-14.
The 13-14 is solid, with no fluctuations or drops or spikes.
Haynes narrows this particular reading down to intake manifold gaskets or ignition timing.
What do y'all think?

Try advancing your timing while the guage is hooked up. I bet that brings it up. You will also have to readjust your idle speed and mixture........phil

whats the altitude at Tempe ?

yea forgot that part. add 1"HG per 1000ft above sea level.I pull a steady 15 but at 6000ft + that would be 21" hg................phil

Phoenix (Tempe) is roughly 2000 ft above sea level.
So the 13/14 changes to 15/16.
Still below optimal.
I will try to advance my timing tomorrow when it's sunny.
