Rear window squirter (is this a check valve?)

Next to last thing to fix on the tailgate is the gizmo that squirts windshield washer fluid.

There is round black disk that connects the line from the reservoir under the hood to the line leading up to the squirter.

Is this a check valve of some sort? Anyone have a replacment part no.?
