If I understand you correctly, that wire goes to the little arm that cuts power to the rear motor in the event that the gate is not closed all the way. Either the arm is out of adjustment against the strike bar, or the connection came loose.
This happened to me once and I just had to get into the gate and reconnect.

Do you have a two wire motor (brown wire / light brown wire) or a three wire motor (red wire / brown wire / light brown wire?

Here's the digram for a two wire system, which I believe is in an '84 (check zone E21, lower left corner of the picture):

Did you check / replace the 30 amp breaker when you said fuse in the original post?
If that's good, verify that you have 12V on the red wire in the tailgate (this is hot all the time. Also with the key in 'run' or 'accessory', you can check for 12V on the red wire going to the switch in the dash.
If you have voltage at either location, with the tailgate in tne closed position, disconnect the connector from the motor unit, hook it up to a volt meter, and see if you get a reading if you use either switch. If there's no voltage at the motor connector, try bypassing the safety swith with a jumper (upper drivers side of the tailgate) and use either switch again to see if you have voltage.
If you had voltage on the red wires, but nothing at the motor connector after trying the switches, I'd say there's either a broken wire, or the switches have pitted due to arcing and have failed (I had that happen on my '77). If you do get voltage on the motor connector, either the motor is shorting, or the window tracks have come out of alignment and are jamming the window which the motor can't overpower.
Hopefully some of this helps!

www.wagoneers.com (http://www.wagoneers.com) has a good article on trouble shooting the tailgate.
