Sorry for beating a dead horse on this smog sh^t, but does any west coaster mechanic out here know the first year for Cats on the fsj for California. I'm trying to find a good pre 1980s truck and looking at a clean 77. My better judgement says stay away because of the smog nazies. The pre smog fsjs are almost non existant in running cond out here.

Well,I know for a fact that Md. here requires all vehicles '76-up to go through emmissions inspections.'75-down,none required.

If you will look at the under hood emissions sticker on the vehicle your looking to purchase, it will tell you what came from the factory. It will say 'EGR+AIP+COC' ect. If some of the stuff is gone you may want to pass or negotiate the price. I think '75 was the first year for truck catalytic converters.

Depends on the GVW and location, pretty sure most places it was 76 (less than 6000 lbs GVW) Wagoneers and Cherokees J-10's were rated at like ~6010 lbs, so they did not get them until 77, Calif. Pretty sure was tighter and 76 Wags/Cherokees J-10's got the Cat.
J-20's I think were a couple years later.

According to the Diagnosis and Repair Bulletin No. 8-07 April 23, 1979,
no catalytic converters were used on J-series vehicles in California for 1976.
For 1977, Catalytic converter used on Cherokee/Wagoneer/Truck, which were equipped with the 360/401 motor. 49 states did not go to converters until the 1979 model.

It also appears that only the 4 barrel carb was available for the 1977 models.

I'll have to take a looky, under my 76 (Calif emissions, 360 4V) Cherokee, I'm pretty sure it has a Cat. (But I guess I have not looked real close yet, my bad.
My Utah 77 J-10 (258 /T-18) did not come with a cat, or AIR tubes, it did have EGR (My wrong on my first statement)

Not sure what exactly this means, other than, what we already know -> never trust third party documentation as far as FSJ Jeeps go, it always seems to be wrong or missing some important detail.

I'm seriously looking at a clean 77. The owner claims to have passed smog and tagged through 2009. Engine and trans rebuilt. The only problem is that he claims the flywheel is bad and the jeep will not start, and he wants $1700 for it. Seems a little steep or am I being unreasonable.

IMHO, thats a little steep for a non-runner.

Price depends on condition of the vehicle, no way anyone can tell you if the price is too steep or not without seeing it.
Pics help, but up close and personal is really the only way.

Bump start it, if it has a bad flywheel.
If you mean flexplate then your're outta luck...
Ask for receipts on the engine/trans. rebuild(s).
Offer what you think it's worth, if he's not interested keep looking.

You can look up the smog history, or just call the DMV.

I'm currently waiting for pictures. The vehicle is about 3hrs away from me and the last time I drove out to look at one, it was a total mess. I'm assuming the flywheel problem is more than likely a bad ring gear or even a starter because the thing must have been running to pass smog. What puzzles me is, if you went through the trouble to rebuild the engine and trans, you think they would have noticed a problem with the flywheel.

As a side note: This jeep has been on the market a while so that leads me to think hes asking a little too much.

figure out what size socket and breaker bar will fit the crank hub. Bar the the crank over a 1/4 turn, try the starter.

Hey 1cdccop,

I had a low mile CA 77 J-10 LB in the past that didn't have a cat and passed the visual and emissions. Maybe it made it past that guy and it is required but I think he would have picked up on it because he was trying hard to get some more work out of the deal. Pre smog in CA is 75 and older though. The lady at the DMV told me they started making the 76s exempt then reverted back to 75 and older only. But you have to take anything from a DMV employee with a grain of salt. I just got a 76 J-10 SB a few months ago and it has a pump, tubes and EGR but no cat. I believe if you have a smog cert for the transfer you won't have to smog it again. At least that was the case in the rural CA counties in the past. I'm sure the tolerances on these things must be so high anyway it is really pointless to smog them.

I was told at work today that Ca. is changing back to a 20 year old vehicle smog law again. I'm calling BS on that one until I see it. The hippies that run stuff out here would never cut any slack on something as important as draconian environmental laws.

Here in Colorado if you own a 78 no cat if you own a 79 you need a cat. That is just on the truck's. Passanger vehicle's where different.

Hey 1cdccop,

The lady at the DMV told me they started making the 76s exempt then reverted back to 75 and older only.

Marc

That's actually true. I had a 76 Buick and went in just days after this change. They told me if you'd come in Monday you wouldn't have to smog it. Sorry about your luck. or something to that nature.
