Has anyone ever sold a jeep overseas? How do you deal with the transfer of title? Does new owner have to be present to sign original title? Does the shipping carrier have any power to sign and receive title for new owner? This is a Pa. title.

Thant's actually the buyer's worry, not yours. You only have to satisfy any laws for PA regarding title xfer. Here in SC the legal title holder is only required to sign the back of the title indicating transfer. Probably wouldn't be a bad idea to have the buyer determine what forms you need to sign as part of the deal, that way if he has any issues getting a title in his name you've 'held up you end of the bargain'.
I once sold a motorcycle I had purchased new to another resident of SC. When I sold it I had paid it off years ago and had the title with no liens in my name. about two weeks after he purchased it he tried to return it claiming he couldn't get it titled in his name. I agreed, but when he brought the bike back it was smashed on one side, turns out he had wrecked it and his Dad told him to get rid of it, and used the fact that he actually hadn't gotten around to transferring the title to himself to return it.

Pretty much all the buyers problem, give him a bill of sale, sign the title, and forward the amount of excess shipping funds he sent you from the Nicaraguan cashiers check, and it is a done deal, sit back relax and wait for the check to bounce :D
