could this be my problem?
If the torque converter is not filled with fluid, it can act like a slipping clutch-high RPM, low speed. This is what my father in law said.
After the engine swap it's doing this. I also think it may be the linkage all goobered up.

Did you fill the torque converter b4 reinstall?

If it is not shifting, then linkage, if it is shifting, see if you have low range engaged. It's been known to happen.

During the engine swap, the Tcase linkage may have been bumped into low range (tranny should be shifting). The vacuum modulator hose may have been knocked off (tranny wouldn't be shifting). I believe the T400 also had a governor built into them that also regulates shifting. gsmikie would be the fellow to talk to, he's the resident T400 guru.

Ah, ok. Didn't realize its an '87. Then, would the TV linkage be way out of adjustment?

if it's not the transfer case i would get pressure readings from the trans it might be the front pump
