camshaft shifted....possible?

I am in the middle of replacing timing gears, head gasket etc. on my wag 360. When I was torquing my rockers the # 5 exhaust lifter will not drop on the lobe and the # 7 intake lifter will function untill the bottom of the movement when it binds slightly and will not come out until I rotate the crank a bit further. It appears that the cam has moved a bit to the rear so the lifter comes in contact with it. I had borrowed a puller and do not have it now for the balancer. Does this sound possible and does anyone have a suggestion I was hoping to get this running today it is my daily driver.

i managed to find a puller and removed the timing cover again. self inflicted problem, the cam gear was not seated fully and when i installed the cover it pushed the cam back about 3/32" and caused the lifter to hang on the cam journal.
