My pdal was going down to the floor so I replaced the rear brakes and the rear brake cylinders and also bled them. But it still floats to a stop. Could it be the maste cylinder? I know it was replaced about a yar ago, I havethe receipt from Kragen.
They were working fine last month but it was parked for about a month while i worked on the transmission now they are bad.

with the eng off, pump the pedal a few times to exhaust all the vacum from the diaphram.
when u next apply the pedal it shood be firm. if it slowly sinks to the floor, and u have no puddles of brake fluid on the inside of ur tires, it cood be the booster or the master cyl.
if the booster is at fault u will have a soft pedal while the eng is on but hard when it is off, acompanied with lack luster braking when on the road.
if it is the master cyl, u will have a soft pedal with or w/o the eng operating.

Kenall, thanks,
it is pretty stiff when off and all the vacuume is used. but once the engine is on the pedal comes short off full stopping power. like when your brakes get too hot and fade. i went to kragen with the receipt and it is only for the cylinder not the vacuume booster. upon closer inspection theres too much corrosion under the paint of the booster to be a year old. but the master cylinder (Felix the Cat any one?) was replaced. one question, how does the bad booster affect the braking? i thiught it was like power steering that if its bad it would just get stiffer. i'll let it sit tomorrow in a clean new spot and see if theres any new pools of fluid. i can't tell from its normal parking spot since it is allready one of the EPA's toxic super fund sites.

the booster comes in two parts. the vacume side and the atmospherice side. when u press on the brake the atmospherice side is of greater pressure so it forces the vacum side to collapse assisting u in ur application of the brakes...
if the pedal is hard with the eng off. then either the lines to the brakes are fine or there is an obstruction in the forward half of the booster prevent full travel of the brake pedal...
from ur description, i have some more Qs...
how much of a difference in inches is the pedal travel with the eng on and off?
what is the condition of ur flexible brake hoses?
are by chance ur drums and/or rotors overheated and glazed to such an extent that they have no friction for the linings to grip?
