OK ... I bought this 360 off of a IFSJA member local to me but I can't find his number to ask him questions about it.
It has an EGR but I don't think he had it hooked up, but I can't tell for sure or not. So what do I do to check this thing out

Feel on the bottom of the big round part, it has openings, you should be able to press the diaphram up and down through the openings. If it moves freely, the next thing to check is to apply vacuum to it. If vacuum pulls the diaphram up, it most likely works fine.

That doesn't sound too difficult of a test to perform.
How much vacuum needs to be applied to the EGR?
Do I apply the vacuum to the port on the top of the EGR?
Thanks

Yea, just the little port where the vacuum hose goes. I'm not sure how much vacuum startes to move it though, somewhere around 7-10 inches I think. It runs off ported vacuum, through a black 2 port cto and a delay valve.

They aren't much, and I'm not sure a '76 uses a delay valve.
On a running engine, another way to check is to apply vacuum to the EGR during idle. The engine should almost die when vacuum is applied. this will tell you that it's working and if the passage is plugged up.
