The smog test has only to do with the engine and emissions controls. Just so long as you can still pass the visual and sniffer portions of the test, you should be fine.

Though with a lift and big tires, you may not fit on the dyno and that may affect how you take the test.

I lived in San Diego for 18 years, the lift and bigger tires won't be a problem, I had a 92 Z-71 pickup lifted about 6in with 35's on it and it passed every test. As long as you don't mess with the exhaust or fuel system you'll be okay.
