I have the same problem as you. What you might want to try is removing as much heavy scall as possible with sand paper or something. Next something you can try after removing the heavy stuff, is applying a acid type primer called ossfo ( I think thats how you spell it ) and then paint over that with an undercoat.

If you want to do a real good job, use the POR 15 products. They make a cleaner, metal prep., and the rust preventative paint. Top coating the POR 15 will make it last almost forever.http://www.por15.com/information.html. It's not cheap but you will only have to do it once and the results are well worth it.
If you need a quick and easy repair kit for the frame next to the gas tank skid plate, try "AutoRustech" @ 401-944-4444 $150.00.

Sandblasting is definately the best method then the ospho, then the por 15.this would be the right way, most people dont sand the ospho but you really should I have been told.I have heard great things about por15 but have not used it yet although I will be soon enough.

I have used POR15 for many projects and stand behind it very much so I'm currently restoring a 1963 corvair por15 was laid down on everything from under the the carpet to all my suspension parts, both side of floor pans. it covers very nicely cures any rust and gives a gloss finish as if it came from factory that way...
BUT BE WARNED: WEAR GLOVES it does not come off skin real easy.
Have a saying for it. It your in your driveway useing por15, They guy across the street is saying "how in the he** did i get this on me"

Tackled that job few weeks ago in poor man fashion. Coarse wire brush (not wheel) in 3/8" drill did good job of cleaning up rust on frame and floorpan. Plan on getting good and dirty underneath, safety glasses a must. Picked up gal of Herculiner from Pepboys, $100. Seemed the same as Durabak reading the label, no shipping/waiting, but black only. Gal was just enough to do 2 coats underneath the cargo/back seat area and most of the frame (holding off on rearmost part to put new tow hitch in). Expect it to hold up but haven't 'time tested' it yet. In the Phila area if you want to swing by and take a look, email me.
