I'm just finishing my build with a SOA and need to take it for a road test and engine brake in. Is it bad driving without shocks? How fas can/should you drive?

nah its not bad, it just bounces a lot, especially if you hit a bump. I wouldnt go too fast.

I just finished my SOA with 38" swampers... I have had Brutus up to 80mph without shocks and without any steering damper. NO PROBLEM

I did this once in my old M38-A1, with stock springs (not known for their flex!). I hit a speed bump doing maybe 10mph, the think bounced up a good 18" and proceeded to bounce four or five more times an alarming amount. Been there done that, and I wouldn't do it again...
