need info... bumper limiting shackle movement

i have a j20 and im going to put the bj's 6" lift but i have a question about my shackles hitting the bumper mounts.

the shackles have to move foreward to get the most possible flex right? but my bumper mounts make it so the shackles hit and dont have enough movement, but im going to install longer shackles and i dont know if it will make it bind more or less here are some pictures so you know how close the shackles are to the mounts.

i think that i should cut the interfearing sections off and do another way of strengthening the bumper.

any thoughs?

Put the longer shackles on before you do anything to the bumper. Can you fab a set of bumper mounts that don't interfere?

Personally I would want the WHOLE bumper with WHOLE mounts and freedom of movement for the shackle.
