I have no idea how to install one on my 1980 fsj. I need it for emmissions. Anyone have any idea of the cost? I also need a catalyst converter($160 installed). Someone told me if my repair costs or estimates to pass emmissions was over $70 bucks that I might be able to get emmissions waved. Anyone heard of this or is he out there?

The AIR pump mounts under the power-steering pump, and runs its belt off the second groove on the PS pump. You may be missing its bracket.
The hose from that pump goes to a diverter valve, which divides the flow to the AIR rails, which attach to ports on the exhaust manifold through large banjo bolts.
So what you need is:
* AIR pump (~$40 rebuilt)
* Mounting brackets (junkyard)
* Diverter Valve ($25?)
* AIR rails for each side ($40/each)
* Check valves on top of AIR rails ($15/each)
* 7 Banjo bolts ($9/each through dealer)
* Connecting hoses (heater hose may work in a pinch, though the molded hoses are nice to have)
* Vacuum line to diverter valve
Is there anything left of the original system? Your best bet may be finding these parts used, though the AIR rails don't usually last very long.
As for the waiver, that varies from state to state, and is sometimes a one-time exemption. Check with your state's environmental regulatory agency for details.
