whoa, i got a 78 chief thats been sittin' 12 years, and my headliner in the back sags too. the light that goes over the back is dangling right now cause it sort of snaps into a hole in the headliner. i need to fix this too, i think maybe i can take off the chromo strip and then put the headliner back underneath it, it looks like it just came out of the spot. we'll see though.

Staple gun works wonders for the saggy headliner.
tip 1:
chose your new material carefully. make sure color matches what you want, and it will hold up to some abuse.
tip 2:
buy good glue. yeah, it's a bit more money that the cheap junk but there is nothing like doing the job, and then doing it again 2 months later because you bought cheap glue (go ahead and ask how I know....)

Mine sags too, and like yours its the particle board without fabric (I think). I haven't fixed it yet, but I was thinking about using a piece of wire kinda like the supports for a tonneau cover run between the rails to hold it up.

Just about any fabric store carries headliner cloth and foam. I'll echo the 'plan ahead' thoughts as well as the 'quality glue'. Good luck!

I think some of these folks are thinking along the lines of the newer padded headliner. Like my '78, this one is just a piece of perforated or patterned cardboard that warps and sags.
Only thing I can think of as a real solution would be to use the original as a pattern and fabricate a new one out of new cardboard.
