I'm sure he means 31-10.50x15 (31" tall x 10.5" wide). It's a standard size. Anywhere you buy tires will understand.

265/70r15 thats the metric size of a 31/10.50

If you are using 15" rims then the tire would be a 31x10.5x15, that is by far the most common although a funky tire size like P265/70/15 might also be around 31 inches too, not many tires are available in that size though except stock on some Toyotas. If you have 16" wheels then a P245/75/16 is about 31 inches, a 265/75/16 is closer to 32"..
