i have come upon another problem with my 88GW..... i keep fouling out the spark plugs about every 3 weeks or so... i am about to install a new carb and a new intake manifold but i have been told by a friend that i alsmo might have to have the piston rings replaced.... anyone know the best way to do that? or how much it would cost to have it done?

do you have a jeep?? well then, what did you expect. see my laundry list below and it still needs to have the diff rebuilt and possibly the t-case.

You should do a compression check to see about the rings. Also check the valve stem seals. In the mean time you might install non-foulers on your spark plugs, or try a hotter plug.

and a weak cylinder
are they covered in oil or carbon, both?

Replace the power valve in the carb.

I'd say plugged rear oil drainback holes in the corner of the cylinder heads. You're fouling the #7 and/or the #8 plugs first, right?
The oil can pool up under the valve cover and get drawn in past the valves.
A few minutes with a coathanger, a couple valve-cover gaskets, maybe clean out the PCV hoses and tubes, change the oil, and you're burning less oil.
That's just one scenario, anyway.
