86 G.W. FUEL GAUGE PROBLEM

My 86 g.w.'s fuel gauge is usually stuck at the 3/4 mark, when it does move it moves up and down from past full to empty.

Does this sound like the sending unit or the gauge ? My jeep dealer says the 86 doesn't have a separate "cluster" voltage regulator like my ealier 1977 wagoneer, it is built right in the fuel gauge.

Any help or comments would be greatly appreciated.
