Under cargo carpet - optional soundproofing package

Anyone else have this? I have an optional "soundproofing" package on my wag. Under the cargo carpet, it looks kinda like...sheetrock. I have to remove the seat belt bolts, carpet and this underlying sheetrock type stuff (which, of course, is crumbling and turning to powder) to get to the access panel for fuel sender.

Sheesh, I'm wondering if it'd just be easier to drop the tank.

I've never heard of it. the only mat under the cargo area carpet I'm aware of is a rubber mat that evens out the grooves in the floor so the carpet lays flat. Maybe it really is sheetrock or soundboard. What color is it? Is it chalky or fibrous and how thick is it?
