Anyone have a better picture of this? I think this is 1/4" thick, but I'm not sure. How would you bend this into shape? Put it in a big vise and beat it like a spastic monkey?
How big are the holes, 1/2"?

best way to make that part would be to get a 3x4 1/4 wall tube and cut the U out of it. on the hole size i think you would use the size for what ever bolt you planned on using.

I took a piece of rectangular tubing and cut it diagonally. Then I drilled holes matching the pattern for the bumper brackets where they attach to the frame. (1979 model) Use a piece of flat stock on the other side of the frame horn for reinforcement and bolt them on. Now you have a flat surface parralel to the ground to mount your tow hooks on.
