Stuck Tailgate

My 87Grand Wagoneer parts truck has a stuck tailgate. The window is down, and I tried moving the levers on either side inside along the window, but they are not moving at all.
Is there any other way to release the latches and get the tailgate open? The tailgate is in good condition and I do not want to damage it.
