On the back of my carb (stock 2bbl 2150), there is a vacuum line that is cut and plugged at about two inches from the carb. The vacuum line comes out of the back, passenger side of the carb, near the bottom of the carb. Everything else seems to be hooked up and I have no clue where this line is supposed to go, if anywhere. Any information would be appreciated.

About 3/8 of an inch inside diameter? That would be your PCV line. You'll need the PCV valve and the odd S shaped hose from the dealer if its the same as mine.
A small line? Maybe the line to choke pulloff?

Thanks nograin, but my PCV is intact (assuming it's connected properly). This is on the other side near the diaphragm that controls the choke. You may be right about the choke, I'll look closer. From memory, it does seem to be a bit thicker than the other vac lines, but i am almost certain my PCV lines are right.
are the hoses to the aircleaner hooked? if so where?

Yes they're hooked. I can't tell you from memory where they go, but it looked to be right (and original). This line seems a bit bigger in diameter and I can't imagine they would plug it this way stock. If you were looking directly down at the carb, the tube goes out at about 11 O'clock. I can probably post a pic this weekend when i get it into the garage. i plan on replacing the carb at that time anyway, but want to make sure everything is hooked up properly when I put on the new one.

Choke pull-off.

I did some research on the choke pull off and that may be right, especially since my choke doesn't seem to be functioning properly. Does the vacuum tube go into the back of choke pull off?

It goes into the side on a nipple. The very back of the pull off has the adjuster screw in it. The idea of the pull off is to make sure the choke opens a little bit more as soon as the engine is running.
