I'll try.
Looking at mine (85), the starter relay is the cylinder on a bracket on the pass side fender.
If you have the ignition switch "on" and jump the battery + cable to the starter cable on the other side, your starter should turn and the engine start. In reality, you'll need to pump the gas a litle and set the choke first if thats your normal routine.
So what I'm saying is that when you go to "start" position on your ignition switch (key) it does two things. It sends current to the ignition system (almost the same as "on" except bypasses the resistor) and signals that relay to close - providing current to the starter.
Should be no fuses on those circuits.
If I understand you, Sounds like its either the relay, the wire to it, or the switch itself. Get a voltmeter or rig a 12v test light with any ole automotive bulb and a couple of wires, aligator clips are nice. See if you are getting electricity to the the relay from the key switch. I'm guessing thats the light blue wire. Try both small wires. Put the hot wire of your tester on the connection, and the - on the bare metal of the bracket.
Hope this gets you started, no pun intended.

I am unclear (I know, what else is new) if you replaced the ignition switch itself. It sounds like either you are not getting power out of the switch because the is no power going into the switch or because of a bad ignition switch. Check the light blue wire either at the solenoid or the 2 wire connector going to the ignition box. Check for 12 volts at this light blue wire when turning the ignition switch to the start position. If you don't have 12 volts there when you turn the ignition switch to start then you should check to see that the #10 red wire coming from the alternator which feeds power to the ignition switch is getting power to the ignition switch. If you have 12 volts to the ignition switch via this red wire then I would say you have a bad ignition switch. Check it out and let us know what happens.

Does the radio work? It seems to me that if anything else works with the key on then it's getting voltage. Wasn't there a similar post a few weeks ago regarding the ammeter? Could be that too. I haven't seen too many ignition switches go bad, it's usually before the switch and, as it was mentioned earlier, there isn't too much between the battery and switch.
Good Luck!

Try checking the neutral safety switch on the column.
