I was poking around my GW looking at some vacuum leaks (so what else is new huh??) and when I applied vacuum to the EGR I cannot feel any movement and the vacuum leaks very quickly from the EGR. The FSM says to test for EGR opening gun the engine past 1500 RPM and feel for diaphram movement and to check for the EGR closing manually move the EGR diaphram at idle to see if the idle speed changes.
My questions are how do you check for diaphram movement as the EGR appears sealed and shouldn't the EGR hold vacuum or at least leak down slowly?
Sounds like a bad EGR to me, but I hate to throw another on if it is not bad.

The EGR valve should move (as felt through the open windows in the bottom of the valve) whenever vacuum is a applied; if the valve is applied when the engine is idling, the engine should stumble and/or stall. If it's not moving, then the diaphram inside is probably shot, and you'd need a new valve.
They do bleed off vacuum, but not *that* fast; a hand vacuum pump should be able to activate it.

Dr Bob has it right on this one. The type of EGR valve used on the 360 cannot be tested when removed from the engine. If you cannot feel it move as he suggested you may be able to see movement with a mirror placed at the proper angle to see in the slots on the valve.
