BDH 79 WT D20/T18 into a 75-77 WT QT

Do I really need to swap axles or can I use the existing ones on the QT? If I don't have to swap the axles what do I do about the locking hubs?

Axles will be fine. You can put locking hubs if you want, but you won't NEED them.
