I broke a front wheel bolt while rotating the tires. can it be popped off and replaced without disassembling the brake assembly?

Sorry, you do have to remove the rotor. Unbolt the caliper and hang it securely off to the side, remove the hub innards and pull the rotor off the spindle, and with the rotor laying face-up on a piece of clean cardboard (to protect the rotor surface), use two sledgehammers, a small one resting on the remainder of the stud, and another one to hit the smaller one to pop out the stud. If it's broken flush with the rotor, then I guess a small ball-peen hammer resting on the center of the remainder should work to pop it out.
To install the new stud, slide it through, use a large 1/2" drive socket to slide over the stud, and use an open-end lugnut with the flat face riding on the socket to pull the stud into place.

And make sure you retighten or torque the wheel bolt a couple times in the week after, to compensate as the lug seats better.
