I believe this is factory? My wag has what I believe a factory tow package with trailer brakes. It's a 79 and I think this is a factory trailer brake controller, correct

Is there some reason you believe it is factory?
Personally after having installed dozens and I do mean dozens of hydraulic brake controllers, one thing comes to mind.

One of the poorest installations of a 60's vintage controller I have ever seen.

That was NOT state of the art for 79,
It's meant to be an under dash or under steering wheel unit..
I never saw a factory installed one in a Jeep wagoneer.
Perhaps a dealer installed item,,not factory.
Again, vintage is wrong, installation would get someone fired where I grew up.
Somebody is probably goint to disagree but,,I would tear it out and put in a late model electronic unit if needed.

My dads an ex-electrical technician and he "fixed" it with those. It seems to be factory or dealer installed (what I meant by factory) because it is of the same wear of the rest of the wag. Seems like it was mounted pretty well and the paper left from where the company name was are of 70's looking vintage

Different dealers used different suppliers. Usually whichever they could get cheapest and sell for the most. Trailer hitch shops also sold them.

For the pic, on the right of the picture on photobucket there is a "links" section. Copy and paste the IMG code (the one with [ brackets ] )

My '76 Wagoneer and one of my '82 J10's had either a dealer installed or factory installed brake controller.

Here's a photo of one properly installed in an IHC:

That's about like the ones I have, the 78 is a little different than the 80...

dealer installed or factory installed brake controller.

Or neither.

Those were period correct Kelsey Hayes, hydraulic brake controls. They were installed by just about every welding shop and or trailer sales outfit that was in business during the 60's and 70's, hence my comments about having installed dozens of them.
I grew up in a welding shop which specialized in trailer hitches, towbars and just about everything else.
I really don't understand how folks make assumptions about stuff.
To the OP, you have a poorly installed hydraulic brake control. Not sure why you would continue to deal w/ it in the middle of your floor.
You could clean it all up by installing an under dash electronic unit, if you actually need one.
Do you pull a trailer w/ trailer brakes?
