Harmonic Balancer question-'88 GW

Has anyone ever encountered a defective or broken harmonic balancer? I understand that the rubber piece that separates the two halves deteriates. What are some of the symptoms of a defective harmonic balancer? Has anyone ever encountered this problem.

It happens occasionally. Never to me, but others here have reported it.

One symtom is that the outer ring moves in relation to the inner hub
making the timming mark in correct, One way to check would be to
confirm that TDC timming mark acctually lined up when #1 piston
is at TDC.
