89 GW steering wheel wobble

Finally comleted steering wheel tilt fix. A big PITA. Now the bearing race which goes around shaft ( under the thrust bearing and spring)will not stay in the recess to cover the ball bearing and prevent movement of shaft. I haven't the slightest idea if I somehow screwed up or the bearing is bad. I have searched all sources (Haynes etc.)and am frustrated. HELP.

when you put the race/spring horn contact ring on then the lock plaet and the plate compressor will set the load on the shaft and pull the shaft up into the colum and it should not have any play in it

I am a bit confused. You were fixing you tilt steering...and now you are getting it back together and cannot get the shaft up to put the clip back on???? If so, you will need to go get a tool for that. It does what Gsmikie states. They have it in most parts stores. Has some U shaped adapters and some tubes..... which pull up the shaft and compress the spring so you can put the clip on. Good luck...hope this is what your are talking about.
