It could be a mountain of things, what exactly is the problem? Can you get into 4wd @ all?

Check vac lines to start with then move to vac motor on tranny. Most of the time it's a vac leak somewhere.

Ohio, as AMX says, you need to track vacuum lines. First, when you put it neutral, and you switch the dash switch from 2wd to 4wd mode, do you hear a "whoosh" sound from the switch? If not, you have a leak there. If it works, then roll forward at 2-3 mph, and with the tranny in neutral & the switch in 4wd mode, pull up gently on the floor shifter. It should slide into gear. If not, check to make sure the linkage is properly lubricated. Repeat the above procedure. If it still doesn't work, you possibly have a vacuum issue.
